Labor & Employee Relations (LER)

The Labor and Employee Relations unit is a dedicated resource for HR professionals, supervisors, and employees. We provide consultation and support on employee relations and labor issues. LER is responsible for the following:

  • Negotiation, administration, and interpretation of collective bargaining agreements.
  • Grievance processes for represented and non-represented Civil Service staff, Academic Professionals, and employees represented by the Non-Tenure Faculty Coalition, Uni Faculty Organization, and Graduate Employees Organization.
  • Providing guidance on the application and interpretation of university policies.
  • Performance management, including advising on employee performance issues and leading pre-disciplinary meetings.

2024 NTFC Negotiations

The collective bargaining agreement between the Non-Tenure Faculty Coalition (NTFC) Local #6546 and the University expires August 15, 2024.  Negotiations for a successor agreement began on December 14, 2023, and the parties have agreed to meet every other week beginning Friday, January 19, 2024. 

State Universities Civil Service System Employee Advisory Committee

The purpose of the State Universities Civil Service System Employee Advisory Committee (SUCSSEAC) is to advise the State Universities Civil Service System (SUCSS) Merit Board on all matters pertaining to SUCSS. Committee members recommend actions and present problems to the Merit Board concerning the interests and needs of employees governed by SUCSS.

Collective Bargaining Agreements

Collective bargaining agreements are established through negotiations between the university administration and labor unions representing various employee groups. They outline terms and conditions of employment, including wages, benefits, working hours, and grievance procedures, with a focus on transparency, inclusivity, and accountability. By upholding these agreements, we strive to create a supportive and equitable work environment that benefits both our employees and the institution as a whole.

Performance management and discipline processes at the University of Illinois Urbana-Champaign aim to support employee development, ensure accountability, and maintain organizational standards. We conduct transparent performance evaluations and fair discipline procedures, emphasizing open communication and professional growth opportunities. Threat Assessment

The University of Illinois Urbana-Champaign is committed to the safety of its students, faculty, staff, and visitors. To further this goal, the Threat Assessment Team has been established.

About the Threat Assessment Team
The Threat Assessment Team is a multidisciplinary team responsible for assessing and addressing concerning, dangerous or threatening behavior that impacts campus. Threat Assessment is part of the Office of the Vice Chancellor for Administration & Operations.

Robb Craddock

Robb Craddock – responsible for labor relations and collective bargaining activities for the University involving multiple bargaining units, including planning, communication and coordination with affected departments, and senior administrators. Establishes and maintains effective labor­ management relations and administers and develops the labor relations policy.

Kevin Dawson

Kevin Dawson – Preparation and negotiation of labor agreements, advising managers on sensitive LER matters including handling grievances, performance and disciplinary actions, investigations, arbitration preparation, and ensuring fair treatment and compliance with University policies and employment laws.

Julie Dillard

Julie Dillard – Responsible for labor relations and collective bargaining activities. Administers and interprets collective bargaining agreements and University policies, oversees grievance processes, and serves as chief spokesperson in contract negotiations.

Annette Huss

Annette Huss – Serves as the first point of contact for The Office of Labor & Employee Relations and provides administrative support for the LER staff.

Angela Reggans

Angela Reggans – Oversee employee relations for civil service and academic professional employees on campus including advising campus units and employees on employee relations matters and providing guidance on the administration and interpretation of a wide ranges of policies, statutes, collective bargaining agreements, and applicable labor and employment laws.

Jade Swanson

Jade Swanson – Provided specialized consultation and training on employee relations, performance management, and disciplinary procedures to managers, employees, and unit human resources. Additionally, offers guidance on the implementation of labor and employee relations policies, programs and procedures.
